Q-Care is a Maryland corporation, founded in 2007, licensed by the state of Maryland Department of Health and Mental Hygiene (DHMH). Approved by the Maryland Developmental Disabilities Administration (DDA), support services are delivered following DDA and other applicable federal and state regulations.
Q-Care is dedicated to providing residential and other support services to individuals with developmental disabilities, enabling our individuals to become more independent. Our primary goal is to ensure that everyone becomes an integrated and valued member of the community.
Q-Care’s operating principle is Individuals with disabilities should direct their outcomes, goals, and the supports they receive, determine who assists to provide these services and decide how the services are to be delivered. Q-Care believes that each person’s values, dignity, and rights must be respected to achieve life satisfaction. As such, Q-Care has designed its services to act on these principles.
Our mission is to provide a safe environment where people are encouraged to reach, strive, and succeed in their goals by promoting independence, responsibility, dignity, choice, and education.

Q-Care’s goal is to provide services to adults with disabilities, where they can maximize their opportunities to become independent members of the community in which they live. This goal is not easily achieved. The individuals we serve face challenges not even imagined by many people. To meet those challenges, the individuals need care, training, and education in attaining a disciplined approach to daily matters.
Q-Care’s supports our individuals as required and we seek to assure that they attain the highest level of independence of which they are capable. Working together with the individuals we serve; we focus on the abilities and strengths of the individuals and continue to assist them to participate as fully as possible in all aspects of their lives.
Q-Care believes in a person-centered approach. We operate from the principle that it is the individuals who should control their destiny. Q-Care will assist our individuals in designing and implementing the supports that are the least intrusive to meet their desires and needs.
Q-Care believes that everyone’s values, dignity, and rights must be respected to achieve life satisfaction. We believe that natural supports are the best. Therefore, the involvement of family, friends and community participation is also key to achieving quality of life.
The management of Q-Care will ensure that staff provide services in a manner that promote individual choice and the exercise of individual rights. People will be treated as individuals with dignity, be assured choice and privacy, and allowed to act autonomously. Individuals will be encouraged to take risks to enhance independence and share responsibility for their decisions.
